Announcing his commitment to implement women’s reservation in the Parliament and Assemblies, Prime Minister Narendra Modi on April 28 blamed family-oriented political parties for derailing the Constitution Amendment Bill in the Parliament.

“A few days ago, our efforts were unsuccessful due to the SP, Congress and other parties. I assure you again that I will leave no stone unturned to ensure that your reservation is implemented. Empowering women empowers the entire family and it strengthens the country,” he said while addressing a women’s conference in Varanasi.

“Parties like the Samajwadi Party, Congress, TMC, and DMK have betrayed the women of the country. They had put a brake on women’s reservation for the past 40 years. The Samajwadi Party has once again raised the red flag. The truth is that all these nepotistic and appeasement-oriented parties are afraid of women’s power. They are afraid of all of you. This nepotism prevents the daughters of the country from entering the Legislative Assembly or Parliament,” he added.

PM Modi says NDA govt’s mission is to ‘uplift women’

He said the idea of women’s participation was also behind the creation of the country’s new Parliament. Women’s reservation had been pending for 40 years. We passed the Nari Shakti Abhinandan in 2023. We held discussions to ensure this law was implemented but they put the spanner.

The PM said that “the work of developing India is ongoing.”

“Today’s strong pillar is women’s power. Today, I have come to seek your blessings for the beginning of a great sacrifice. As the Prime Minister of the country, as well as the MP of Kashi, I need your blessings for a big goal for the benefit of the country. This goal is implementing women’s reservation,” he said.

Talking about the achievement of his government, PM Modi said, “New opportunities have been created for daughters in the Army, Air Force, and Air Force. The doors of defense have also been opened for them. The BJP government’s mission is to uplift women. India’s daughters are doing excellent work on every front. Their role should be enhanced and the country needs this.”

Serious crimes getting ‘swiftly adjudicated’

Prime Minister Modi said that the Indian judicial code has also assured daughters of safety. “Serious crimes are being swiftly adjudicated. Such steps guarantee the safety of daughters,” he said.

“As women’s economic power increases, their voices within the home also become louder. In 11 years, 100 million sisters have joined self-help groups. They are doing their part and now 39 million sisters have become millionaires (Lakhpati Didi),” the Prime Minister disclosed.

He added,” Our dairy sector has a major role in accelerating the Lakhpati Didi campaign. Lakhs of sisters are working at the Banaras Dairy. They have received ₹106 crore directly as bonus. I would like to tell the sisters working in the dairy sector in Kashi that this is just the beginning. As Varanasi grows and dairy production grows, so will the bonus.”

PM Modi highlighted that women are truely becoming head of their homes in today’s times. “We have seen the situation in Uttar Pradesh change before our eyes. When the SP government was in power here, it was difficult for daughters to step out of their homes. Today, anyone who harbors negative thoughts about daughters knows very well what the consequences will be,” he said.

“The sisters of Kashi have also faced difficulties and challenges. Daughters often had to answer questions like, ‘What should you do? What do you need?’ You should remain silent. You could not do this work. Often, questions weren’t even asked; orders were simply issued. “This is beyond your capacity,” he added.

Prime Minister Modi recalled that when he became the Chief Minister of Gujarat around 25 years ago, “I worked to break such stereotypes. I launched two schemes there. The first was for schools, and the second was to help with their fees. Women’s welfare has been given top priority in our policies. When you gave me the opportunity to serve, 120 million toilets were built.”

“Today is not only an occasion to celebrate the power of women and their development. Projects worth thousands of crores of rupees have been inaugurated and foundation stones laid here. Work has also been undertaken to enhance the connectivity between Kashi and Ayodhya. Two Amrit Bharat trains have been flagged off. These trains will improve the connectivity between Uttar Pradesh and Maharashtra. The people of Maharashtra have now gained another option to reach Ayodhya and Kashi Dham,” he added.

During the event, PM Modi inaugurated and laid the foundation stone for 163 projects worth ₹6,350 crore, including the Signature Bridge and the Super Specialty Hospital at Kabirchaura Divisional Hospital. He also flagged off two new trains: one from Varanasi to Pune and the other between Ayodhya and Mumbai.

This is the Prime Minister Modi’s 54th visit to Kashi in the last 11 years and his maiden visit this year. He last visited the city in November 2025.
